Steam the broccoli florets for 3-4 minutes, or until they’re just tender but still bright green. Let them cool slightly.
Lightly grease an 8x8-inch baking dish with non-stick spray or butter.
In a large bowl, whisk together the eggs, heavy cream, garlic powder, onion powder, salt, and pepper until well combined.
Spread the steamed broccoli evenly across the bottom of the baking dish. Sprinkle the shredded cheese over the broccoli.
Gently pour the egg mixture over the broccoli and cheese, ensuring it spreads evenly.
Place the casserole in the preheated oven and bake for 20-25 minutes, or until the top is golden and the center is set (a knife inserted should come out clean).
Sprinkle ½ cup of cheese on top and bake for 2 more minutes or until the cheese is melted.
Let the casserole rest for 5 minutes before slicing. Serve warm.
